At the Carroll Township Zoning Hearing Board's reorganizational meeting on Jan. 27, Gary Reihart was named chairman; Richard Gensler II, vice- chairman; Frank Setlak, secretary; and John Wilson of CGA Law Firm, solicitor. All members were appointed as hearing officers. Meeting dates will remain the fourth Monday of each month at 6 p.m. in the township municipal building. Roxy Pressler was appointed hearing stenographer. Immediately after accepting the minutes from the board's last meeting, business was recessed to hold the hearing regarding Celebration Community Church's special exception to operate a church facility at 75 Old York Road. Reihart announced that if anyone in the room wished to be considered a party to the hearing, to be able to provide testimony and question any of the applicant's witnesses or to appeal the decision, they should stand to be sworn in by the stenographer. The only individuals who did so were part of Celebration Community Church and its engineers. Attorney Brian Linsenbach, representing the church, first called senior pastor Mike Hammer to testify. Hammer said the church started in 2006 without a building. He said the congregation operated a youth center in downtown Dillsburg next to Millennium Pizza for eight years, then outgrew the Range End ballroom where they met for two years. Eventually, Hammer says they've maxed out the facility where they are now on South Mountain Road. Hammer says the church building plans were submitted in 2017 but were “halted by COVID.”
