Council to review Comprehensive Plan
Board member says they have no affiliation to the Heart and Soul group mentioned in the plan

At its regular Tuesday evening, September 9, the Dillsburg Borough Council received copies of the Dillsburg/Carroll Township Preliminary Comprehensive Plan prepared by Simone Collins Landscape Architecture, Norristown. Borough Engineer Tim Knoebel of KPI Engineering presented the plan to the council members.
“It's a guidane document," he told the council. "It is meant to be a living document that can be updated periodically.”
The council received the plan in a booklet that resembled the size of a mid-sized city phone book, for those of you who still remember such a thing. According to Knoebel, the plan includes five chapters. The first chapter introduces the plan and outlines its purpose, he said.
The second chapter includes data collected from the county and local planning commissions. He said they looked at documents and other municipal plans as well as demographics. Chapter 3 contains a breakdown of recommendations for the future, he said.
The fourth chapter includes recommendations for implementation. The plan breaks these down into categories, he said, such as land use and transportation, for example. It also identifies the priorities and price of suggested implementations. Knoebel said the plan includes a chart that council members can peruse.
Finally, there is an appendix that includes the surveys and other information gathered for the plan, he said.
Council President Matt Fawber asked the council members to read the plan and submit any concerns they have with the plan to Borough Manager Jayme Slothower. Councilman Chris DelVecchio said he already has a question about a statement in the plan. The statement reads as follows: [The plan intends to] “utilize and promote the Dillsburg Heart & Soul 'Value Statements' as guides for the value statements about the Carroll/Dillsburg community and as a way to convey the values of the community to businesses and entrepreneurs considering investing in the community.”
“We do not have an affiliation with Heart and Soul,” DelVecchio said.

Against rival Palmyra H.S. last Tuesday, Sept. 2, Northern senior Maura “MJ” Simpson scored her 200th career point. With two assists, Simpson achieved the milestone in the home field hockey clash that saw the Lady Cougars get past Northern, 5-3. Courtney Heltzel paced the hosts with two goals while Maria Pucino scored one tally. Keairah Dykes also had an assist and goalie Lauryn Hose made a stellar 22 saves.
